It's really a problem if you go to the city proper, basically the Pearl or Hollywood districts. Everything has boards on the windows because Antifa keeps busting them. But, homeless are on the street everywhere.
Right in the middle of the sidewalk, there is a tent.
It was beautiful on the surface even up to a couple years ago, and there are good people ("on both sides..." <sorry, couldn't resist>). Open discussion was discouraged even before that, but now... you can only agree or be targeted. And even then be targeted, if they decide you looked at them wrong. You sum it up pretty accurately.
