In a Democracy, leaders can't plan beyond the next election cycle. Why make plans for 20 years from now, when someone else will be in power?
Same thing with CEOs. They aren't the true owners of the corporation, so they should milk it for as much short-term profit as possible, and not care about what happens 10-20 years from now. That's why they do stupid things like offshoring jobs, which is a short-term profit boost but leads to overseas competitors like China stealing your technology.
In a monarchy, the ruler is in power for life, AND they have confidence their children and grandchildren will be also. Therefore, they can make appropriate long-term plans.
Right now, the only leaders who make long-term plans are people like Soros, who for some reason want to ruin Western civilization and are willing to let the process play out over decades.
