I don't know much about this, but didn't "past administrations", such as the Obama and Bush administrations, fund terrorist groups like ISIS and Al-Qaeda?

Is the Biden administration doing that now? If so, does that imply that America has now gone back to the "good old days" of "fighting a war with itself"?
