Just thinking out loud here:

  1. Should a preface include; "No right shall be had at the expense of another right."?

  2. "The Right to Self-Defense when threatened with Harm, Loss, Deceit or tyranny.

I might add more as I ponder this further.

  1. "The right to life, freedom, health and the pursuit of happiness" already means that you're creating conflict if your action infringes upon someone else's ability to do same.

  2. "Tyranny" is pretty much ruled out by almost, if not every, rule in the list as tyranny must infringe upon these by definition.

How does a "right to...health" (#1) or a "right to earn a living income" (#3) work, exactly?

Right to health means several things, but an obvious example would be that nobody has the right to require you to play lab rat for a brand new vaccine. ( I.E. you can not be required to put your own health at risk. )

"Right to earn a living income" usually means you can not be required to work without pay, but you are free to choose to.

Technically speaking, all rights are property rights. For example my free speech rights are the right to do with my property, my vocal chords, as I please.
