Just do what mini bike and scooter/moped people do.
200cc banned on the road? Remove all stickers and plates from the engine that say the displacement, replace with 49cc stickers.
Car modders will be learning the same tricks. Just use markings that say EPA approved. Make sleepers instead of flashy cars that just attract cops. Etc.
