No, that's not understanding the purpose of immigration. Economic growth is tied directly to population growth. If you want your economy to grow substantially, it needs to have sufficient population growth.

Fundamentally, you create more consumers and those people are what drive economic growth.

However, those consumers need to be able to produce as well because production is the means to enabling them to consume. This is why every major country has some level of merit based immigration.

People who qualify for merit based immigration can IMMEDIATELY help grow the economy. That's why merit based immigration is so important. Immigration that is not merit based requires up to THREE GENERATIONS before they would start growing the economy.

Lastly, immigration is a SUPPLEMENT to economic growth. It's entirely self serving and not as a means to "help others out". Properly controlling immigration is a key step in immigration. You immigrate less people when you have high unemployment rates. You immigrate more people when you have low unemployment rates. (There are a huge amount more variables here, but keeping it extremely simple.)
