There isn't one until the second January of a President's term. It's become the norm for a president to address Congress anyway, but it's not a SOTU address. And due to our shit corporate news tools who misrepresent it every time, and our shit educational system that created citizens that don't know shit from shinola... voila, everybody thinks that a new president gives a SOTU during his first month in office. Even the whole January thing is just a norm since FDR and the President can do it much later if he so chooses.

That's not true. Traditionally the new president still gives a speech to congress in February, but it's often called something else. It's breaking a norm to not have a speech at all. For all the hand wringing the left did about Trump breaking norms, they sure seem ok with things like this. Biden's admin even said they would schedule it after the covid bill passed but now they're mum on the subject.
