Because the people doing the fake ballots didn’t know the machine people were cheating as well. How could they? You think all the cheaters had a big Facebook group where they coordinated their plans? It’s actually a better strategy to let individual groups do their own thing, better than having all your eggs in one basket. Then even if one group fails or is found out you’ve still got other options. Plus if they don’t know about the other cheats they can’t squeal on them.
They were using every cheating strategy they had, but they concentrated their efforts in the swing states. The fact that they had to pull the emergency break and do the 3:00 AM ballot dump tells us that Trump was winning so YUGELY that they panicked and got caught red-handed.
I think this is a good assessment; IMO (worth the paper it's printed on) there was not a central planning effort to cheat. There was a call that went out that said "we need more votes!" and then every democrat cell cheated to get those votes in whatever way it could. Algos. Re-scanning ballots. Forging ballots. Whatever. I am of the mind that the democrats are both more organized than we imagine, but less organized than we fear. They just have positioned themselves far, far better than we have to take advantage of their advantages.
I think that if you constantly and hysterically tell people for four years that they’re literally living under Hitler, that’s enough incentive for them to cheat on their own initiative. Who wouldn’t cheat if they thought that would depose Hitler??

The effort was definitely centralized. It just wasn’t well coordinated. (What do you expect, these people are STUPID.)
