The video is fake. Watch the beginning as he walks up. Relative to the grass behind him he begins to drift a bit as he walks. Trust me, I do video and photo editing professionally, and this is a faked video.
As for your question as to why this would be faked? Ordinarily I would agree with you that it's absolutely absurd to fake something like this. But in this case, Biden is truly incapable of coherent conversation most of the time, and so they have these pre-recorded and edited.
At 9 seconds you can see his hand in FRONT of the mic fuzz. Then a few seconds later, it's behind.
