No, look at how flat the image is and how it grows. You can see some weird camera angles do things make objects look bigger, but the illusion is undone if the objects move too far off elsewhere. That's why LOTR had the scenes mapped out. In this case, you see the boom doing things that cannot be explained by weird angles and there's a second one that cuts in too.
But that doesn't explain why anyone would change the layers in the first place.
You'd have three layers - him, the background, the mics.
Far away, you have him on the middle layer.
And we can see he's behind the mics initially.
Then suddenly he's in front of two of them?
So someone just randomly flipped the layer? And it ONLY affected his hands?
Even on a basic timeline you'd easily spot that fuckup. You don't even have to watch your footage. You'd see that suddenly your Biden layer is on top of the microphone layers.
And then at some point, it flips BACK to normal?
The fact that it ONLY applied to his hands means this can't just be a greenscreen Biden. You don't just key out the fucking hands all by themselves like that and somehow seamlessly reattach it, but it gets separated from the layers. You can see one of the mics is under his hands, but in front of his body.
So the only explanation would be that this Biden was 100% CGI. But no CGI artist that could make such a high-quality render would allow such a trivial mistake not once, much less twice.
