I’m a bit late - and some other pedes have sort of mentioned this, but what it looks like is that they’ve essentially staged a press line as he walks towards Marine One.
The lighting where he is seems legit but they seemed to have added wind-cut mics to the bottom of the screen, as if they simply faked a line of reporters when in actuality it was a WH staffer asking a canned question and then they added microphones to the video to create the appearance of a press line.

Why would they do this?
They record video on a 360 set which projects video on 32 screens giving exact lighting for the location. They used this for the mandalorian.
Biden could have been 500 feet underground when this was recorded.
