Sorry, but how does that make sense? If the mics were shopped in, then it would take much more effort to edit the video to have Biden's hands go over the mics. If they were just layering mics on top of the footage, his hands would go behind it with no added effort. Am I missing something?
The problem with the layer idea is that it would be a lot of unnecessary work to create those layers. With the mics being the closest objects to the camera they could just be placed on top of the original video. It would also be easier to just have someone hold the microphones to create a video.
Well, the premise is they already have a bunch of biden clips and an editor combined the shots since getting biden out of bed and pumped full of drugs was too difficult.

The layer ordering for the mics and biden was wrong in that scene.
The extra 100days of masking and masks after vaccine are to cover for the fact that they filmed a years worth of biden clips with the mask on.
