I've seen the various versions and different angles. Best hypothesis I can think of that doesn't have Biden in Castle Rock studios in LA:
It's standard practice to animate these mics to meet viewer expectations.
Sometimes the journalist waves hands where mic is animated. This looks awfully fake. So they added algorithm to detect when mic should be behind hand.
Algorithm failed in this case, put Biden's hand in front of mic in videos from multiple angles.
Although there are boom mics, as seen in the C-SPAN version, the hand effect does not appear to be boom mics, the scaling is way off. If you look closely when suspected fake mic is against grass, you can see a consistent blur around it. (Could be compression artifact?)
