I bet it's going to start with border states ignoring the federal government and taking the immigration situation into their own hands.
Actually you need more states than just the border, the election laws affecting many states should HR 1 pass will be a better reason to bring states together.
Definitely, I'm just thinking they're the ones that's going to start the process.
