This is all political bullshit. You can be tested and the results show negative but 5 minutes after they swapped you .....you could be infected by someone. All complete bullshit and it should shock people how fucking stupid people are to continue to deal with this bullshit.
If I had to guess? It's because at one point it took 24 hours to get your results back so they picked that point so you'd have time to get it back before your flight. Then between really stupid people, tests getting faster, and the idea of the test not being a long term guarantee that you don't have Covid being spread more than it's being understood, that deadline just to have the results in time became a strict window during which the test must be taken.
Political or medical. I think it's an example of how much we actually know in the science of human physiology. It's safer to keep it locked down than to experiment recklessly. I believe it's less about how much politicians control and more about what each official individually believes. If officials arnt confident that everyone will get vaccinated or that their products will work then it's obvious to me that they wouldn't risk their necks by saying it's 100% safe.
