Political or medical. I think it's an example of how much we actually know in the science of human physiology. It's safer to keep it locked down than to experiment recklessly. I believe it's less about how much politicians control and more about what each official individually believes. If officials arnt confident that everyone will get vaccinated or that their products will work then it's obvious to me that they wouldn't risk their necks by saying it's 100% safe.
