This doesn't appear to be a green screen. It's possible, but after years of editing what jumps out to me here is that it is a layered video. At least three layers deep. They've used a masked/clipped layer to cut in the mic and then re-layer over his hands.
Most people think of editing as cutting different angles and clips together (jumping around in time) but there is the other type of editing where you layer multiple video files on top of one another to create a scene that didn't actually take place. That layering is what we see here.
So, really, why? What reason would they have for doing this? Best I can figure is that he is so incompetent (dementia) that he can't be trusted to give an interview without royally messing it up. They filmed him walking over to his handler with que cards or a teleprompter, read his script, and then cut in the audio and video of a reporter(s) afterwards.
Also, this editing is offensively bad. I could have done better with decade old equipment in my first year of editing. Like, can they not afford someone at least mildly competent at producing their propaganda? If they lie about this, what the hell are we supposed to trust?

My conclusion as well. Is there a green screen? Probably not. But why layers? Why would anyone layer this?
