The more countries just ban Twitter outright, the better. Twitter will just make fake accounts run by bot farms in China or AI to shore up their drooping numbers. The way you bring Twitter to heel is by announcing that countries are flat banning it. That's the way to show the world that Twitter isn't all what it wants to make it seem. Putin is using those things as a smoke screen and as a reason to get rid of it. He sees the real threat that Twitter is and he knows who is really running things in Twitter and it's purpose.
