In order to deter people, you have to give it an associated punishment for failure. Now, is that punishment a sniper rifle? It could be. Like another poster pointed out, you don't need a kill on site rule in order to deter people. The threat of getting shot can be more than sufficient to deter people.
My post was not critical of a border wall, it was critical of the quality and content of meme/message. I am a strong supporter of borders, including our southern wall. An armed wall, if need be. Always have been and will be.
