And if you do find someone with the ability to climb 20+ feet of hot iron, then bet their life on two knots and 40 ft of rope, then rope climb 10 ft, then ballay 10 ft and shimmy down. If you find this person who does this, pay them to train our soldiers so that our soldiers can become proficient at this. Stable job, decent money, green card with potential for citizenship.
No need for a sniper. You could instead just shoot pepper bullets at the guy until he falls off while trying to climb over. Can't tie a rope while your skin and eyes burn. And if you can, you should train the Seals.
Pepper balls and OC work mainly because it surprises the target with how painful it is. I’ve been sprayed and arrested someone immediately after. It’s not magic and you can get used to it to an extent.
