The government literally sent agents posing as dealers and took other actions proliferating the availability of crack to increase its use in the 80s. Yes, you can and should always say no (personal responsibility), but when there is a concerted, large-scale effort to introduce something harmful and addictive to a community (be it crack or porn), you're going to see an increase in use.
