I should see a satellite view of the whole island (La Española), who is shared with Dominican Republic with only 15% White population, but enough to make a huge difference in progress, you'll notice the are of Dominican Republic more green compared with Haiti. Even USA spent millions of tax dollars to replant trees, they are constantly cutting them for multiple reasons, the main one, the extreme poverty and lack of infrastructure.
