This is America, not Australia where prostitution is legal. The Asian massage parlors have always been known as the happy ending parlors. China ships them over, takes their passport, and says "get jerkin"

If he was targeting any brothel, odds are that he would have hit one staffed by blacks or whites. But instead all three were Asian parlors, spread across the city.

Asian "massage parlors" are the only brothels in American cities that advertise themselves with neon signs.
They clearly have some sort of spoken or unspoken agreement with local law enforcement in big cities, because when they try the same tactics in smaller towns they get shut down.
