Hard to do that kind of research on US soil. You have to be really secretive about location and funding and highly selective with your scientists. Doing it on foreign soil that you can easily distance yourself from if necessary is much better.
By defaul I'm assuming it was both the USSA and CCP working together on bioweapons against their respective populations. Any other claim is too extraordinary and would require extraordinary evidence.

The story broke in 2013 (had been going on for years prior), North Carolina had level 4 labs that Fauci was involved with and people flipped out due to there being no reason to be testing Gain of Function Virus's there, so Obama allowed the lab to be moved to..... WUHAN!
