Pollution causing a sandstorm? No I don't believe that.

Deforesting large swaths of forest in the western part of the nation and not replanting/caring for it in any way letting the prevailing winds strip the land of its nutrients and turning the land into sand to blow into the nearest city? Ya that sounds more likely.

Also living down range of a desert(Gobi) probably doesn't help.
