Mexico has tens of millions of Mexicans who live in their country just fine with no desire to bum rush the border for a chance at peanuts. I've lived in a similar place. They just crash into whatever. Don't stop for lights or signs, go down wrong way streets, drive blacked out drunk.
Then when they hit someone, or even kill someone, they just drive off.
Nothing to lose and everything to gain.
I've heard of them hitting an occupied car and fleeing on foot before anyone can arrive on scene.
