not to mention once Pedro comes back to the farm with his citizenship demanding minimum wage they will just replace him with another off the books Pedro.

Exactly. Pedro will also have to make more than minimum wage in order to equal what he was taking home tax free when making less than minimum wage under the table. Pedro is no dummy, he's going to pass on their amnesty offer.
