Here's my theory: It's really subtle and sinister. If they just turned off likes/dislikes, people could complain about that fact. Instead, YouTube lets users THINK they have a say by liking/disliking. But then they take your "vote" and throw it away. Similar in effect to what the Democrat party has done in our elections!
Maybe, why not go the whole way though? And make the ratio way skewed in their favor? They're basically just making it seem less shitty, which changes nothing. Like, I who cares if it's a 1:10 ratio or 1:12..
Good question. The answer is that they do the manipulation slowly. In a few days, the video will likely look like the following one, which has REAL like ratio of 2.55% but shows an "official" dislike ratio of 20.16%: https://81m.org/videos/H3ym47f014c/
I'm curious if will see that 20%-ish "official" like ratio creep up to 30%, then 40%, ..., until they want us to believe Biden is getting 95%, or whatever.

People upload so much content every day that user voting is necessary for YT to filter the crap.
Scammers know how to manipulate video and the title/description so YT automatically ranks and promotes their crap. User dislikes are the only thing that derank these videos.
They could hide the voting results, but until their AI gets better letting viewers vote is needed.
Removing the ability to vote on only White House videos would wake up too many normies now. I assume they leave comments open for a short period of time to keep the people who watch the videos when they're released asleep.
