I thought this was already standard practice nationwide, at least for schools that want to do this. My school had things like expulsion and ISS. If you got in trouble to much, you would be kicked out of school. This was never even considered controversial
Not a teacher, my guess is most likely the kids have an IEP (Individual education planning).
Which, while good for some actually disabled students, essentially makes the little crotch goblins untouchable.

Can confirm. Used to work with the black community kids back home. They are SUPER disruptive and disobedient.
