I always recommend not donating to these people. Instead donate to your church. They help these same people. Most have people that are willing to help them get their life back on track also.
so a couple weeks ago, came across guy in the bronx on service road for 95 (right by the turn around for bronx river pkwy) there is a guy i have seen before, with sign saying army vet, needs real help. so i pull over and ask him if he needs socks instead. his eyes lit up and he said absolutely. it was bitter cold out too. so i gave him two pairs out of the packet i just picked up from target, not 40 minutes earlier. also slipped him a five in one of the socks and gavehim my gloves, cause he needed them more than me. some panhandlers need the money. most dont though.
People who really need help go to soup kitchens and shelters. People who want to use pity to fleece others stand on street corners with cardboard signs. They probably make more money than you do standing there for a few hours a day, tax free.
Aweful lot of homeless out there. I only drop a buck or two when it's either raining hard or snowing...
And if you are pan handling at a Home Depot or Lowe's, you really are fucking stupid...

Also some people make a lot of money panhandling. If you want to give to them, that is up to you but it's basically a form of paying indulgences.

Give em food / water! And if they don't accept those then they're not homeless! We hand out sandwiches and water or other drinks.
