The federal government must be neutered. We need term limits, a reduction of authority of dc, improved access to the courts (lawyers cannot have a sole monopoly over an abusive branch). And a way to nullify federal law save for the constitution.

That's why the 17th is the most important. It's gives states power again. The federal government is a union of states. When the 17th was passed the states lost their representation at the federal level, effectively destroying true federalism. 95% of what the feds do wouldn't be possible without the 17th.

If a state is too corrupt to appoint a Senator to represent it, maybe it's a good thing they haven't sent anyone.

I'll take the downsides of what we had, over the downsides of what we have now.
