Come on, the vast majority of people there are not fleeing the cartels. They are running TO the cartels to help get them into the US. They are PAYING the cartels money, and they're doing it because they expect a return on investment by getting into the US. It's all a financial scam.
Cartels control the Mexican side of the border. How do you think anyone gets across? They either pay the cartels or work for them, as lookouts, prostitutes, drug mules, etc. The migrants are a revenue stream for the cartels and corrupt Mexican officials.
