would rather have a bunker than "safe" room. if it just stops outside people from coming in, you only delay the inevitable. a bunker can stop bombs at least

Agreed but not everyone has a place for a bunker and the price of a bunker is probably quite a bit more beings excavation and HVAC system to some degree or another.
