In order for the US to be able to sanction Ford, they would need to withdraw from the Paris Accord. Which isn't something that's going to happen.
The ONLY other option would be to say "Hey, Ford, you're an American company and even though you have your factories in Mexico with Miguel and Juan working in it, we're going to fine you every quarter until you bring back your manufacturing to the United States. If you decide to leave the United States completely, that's fine. You can do that. However, we're going to embargo every single one of your vehicles in the United States, which cuts off about 80% of your market share. So if you pulled your HQ from the US and reincorporated in another country, you might as well go bankrupt."
Half of the problem is these companies are facing too many strict regulations around what they can produce. The other half is that these companies aren't being bullied enough (which is a form of regulation I guess).
If congress was forced to apply the standard equally, it wouldn't enrich their children on ukraine gas boards. There would be no point for the law to exist, as they don't actually care about the environment.
