Possibly reading into this too much, but it seems to me Putin is fed up with the communication he's getting. Something like emails or things that take a while to send and prepare, possibly not even by Biden. Either way, this would be a chance to assert dominance over the US- make the president appear weak, without any aggressive moves. This would also be a chance for him to see if Biden is really the one in control.
