This particular case would be unlikely to go to SCOTUS, I think. Highest it'd go would be the CO State Supreme Court as it centers around the state's preemption laws.
If I recall correctly and the 70s or 80s Boulder passed a no nuclear weapons law, they don't want some crazy Billy Bob walking around with his nuke.
