Yes, they do. The utility companies now coat the ground wires,etc purple, so that scrap yards won't buy it. Kensington is in what is known as the "Badlands"

Electrician here, I do a lot of inner city work on data centers.

It's not uncommon for people to get electrocuted stealing copper at all.
