Nobody has ever defined an exit strategy for this thing. This ambiguity as to what constitutes success is partly Trump's fault.

It's not Trump's fault at all. He was begging states to reopen. Trump couldn't do everything himself and was often all alone.

The ambiguity is Trump's fault. Even the "flatten the curve" slogan was vaguely defined, if at all. Beyond that nothing was defined and the goal post began moving. He left the door open for the totalitarian fascists to creep the mission and set 'complete eradication' as the minimum-safe goal.
