That's a DC specific gun law. You cannot open carry, concealed carry permits are issued in DC only for DC with no reciprocity, and all ammo must be registered

I honestly don't know, i just picked up the info reading about laws when everyone was planning trips to DC. If I had to guess, there are no shooting ranges in DC.

We still have three in northern Virginia, including the NRA indoor range, and a nice shooting clays range.
