well since incognito worked, you probably aren't IP banned.
So I still think they identify you with their cookies which are still on your pc, which are hidden in incognito mode. If you delete those cookies they probably don't know it's you, but you can't log in again of course, but you don't need to be logged in to see these posts.
yeah they literally dont even give me the option to log out. I know reddit tracks my ip, since they even banned my gfs account which shes only used on her devices. not sure about twitter. But at least it works incognito.

come to think of it, your solution might be as simple as logging out on twitter

incognito does not hide IP, so I don't think they are banning your IP.
Maybe you have a password manager that automatically tries to log you into twitter? If deleting cookies doesn't work.
