They don't even have a deep water navy. Their ability to project power beyond their immediate borders is very limited.
I'm inclined to believe you're correct, but then I see pedigreed "experts" saying the opposite. The few sources I follow that have proven credible based on their criticism of US adventurism are split on this too.

China certainly isn't harmless. They can aggressively harass neighbors they share a border with ground troops, launch long-range missle attacks into Japan and other island nations in the region, they could march into the Middle East, etc.
Of course they have ICBMs that they could use in a pinch.
What they don't have the ability to do is move large masses of ground troops across the Pacific to stage landings in the Americas.
They're a regional power with greater ambitions and a nuclear hail Mary if they're in a tight spot.
Japan NEEDS to strip or amend Article 9 of their constitution and beef up their armed forces. Hell I doubt the US will stop China from invading Taiwan and that would scare me in Japan. The US likely cannot be relied upon in the near future.
That sounds about right.
I'm more concerned with their EMP capabilities. That would cause mass starvation and more.
