The black community claims that they're specifically targeted by police and police will just shoot a black person on sight.
Here's why we can know they don't actually believe that.
We've all seen or heard how people behave under real brutal police regimes, such as those in any number of communist or other totalitarian regimes.
When the people KNOW that at any moment or any cruel whim of the police or military they could be killed and there's nothing they can do about it, they are generally extremely respectful to the police, fearful, keep their heads down and just pray the moment passes.
Now compare that to how the black community generally interacts with police. Ranting, raving, belligerent, disrespectful. This is how someone behaves when they think they're untouchable. It's how drunk celebrities, or rich kids who have their parents bail them out all the time act. It's not how people who are fearful for their lives act.
They know that they're probably not going to be shot, and no matter how the situation plays out, the media will lionize them and demonize the police.
You’re missing an important detail. There has been a highly successful cultural movement telling blacks (and others) to violently resist the police for decades. The story is that the cops are “out to get them” and that the only way to survive is to fight.
That’s why so often otherwise mundane interactions with the police escalate into violence, because they’ve been taught since birth that all cops are 100% going to murder them on sight. Combine this with a particular biological trait that they have higher adrenaline output which is what causes “fight or flight” reaction, and you have a pretty clear explanation of the what and the why.
I'll concede that this could very well be the case. The first part about the cultural movement at least.
I was about to argue that propoganda can't overwhelm things like the need to survive, but then I remembered that in places like Germany, people will die rather than be called an Islamaphobe and other such nonsense, so you could be correct. I know that this cultural movement has been going on, I just am undecided whether they know on some level subconscious or whatever that they're not in true danger.
