It would be very easy to figure out. If you don't mind some very slight inaccuracies, a single agency - the IRS - could publish a list of net-payers based only on income taxes.

That is probably close enough, but would miss a few cases of people that pay in high fees that don't go through the IRS, and it would enfranchise a very few people who are net payers of taxes, but who receive gimmedats from other agencies.

The IRS also knows which of those taxpayers are citizens and which ones are aliens.
