That is probably close enough, but would miss a few cases of people that pay in high fees that don't go through the IRS, and it would enfranchise a very few people who are net payers of taxes, but who receive gimmedats from other agencies.
The IRS also knows which of those taxpayers are citizens and which ones are aliens.

Announce it anonymously, so other people revolt with you and tie up the IRS resources. Don't announce it on an account tied to your real name.
