The military can't win a civil war with the citizens, that's why they want the guns. Why? Because you have to clear every single house and building in the country because you cant just roll tanks through them like in a foreign country because no one wants to rule a pile of rubble. That's why they want to make lists of gun owners, so they know who to go after.
