Forgive me, I know nothing about ammo. Don't people construct their own? Or am I thinking of buckshot for hunting rifles and or shotguns. I know I've seen things that look like they construct ammo.

There is a practice of hand loading, but you still need brass casings, the projectile itself, powder and the primers.
While casings are reusable and you can simply just collect them instead of throwing them out/leaving them at the range, the rest basically has to be bought.
There are some fellas that also repurpose primers, but that's tedious. Primers are most scarce. Of all those things.
Maybe 2% of shooters construct their own, of all types - shotgun shells, pistols, handguns...But even if you construct your own you need the raw materials, and the primers - the little impact sensitive explosives that make bullets fire when the striker/hammer hits them - have been out of stock just like ammo has.
You don't come out even for thousands and thousands of rounds. If you pay yourself at minimum wage for your time, you'll never come out even. It's mostly for people who love the process of scavenging for materials and precision shooters. The most economical, .22lr, that you use for training people and getting new shooters into the hobby can't be beat reloading so you have to buy it.

Bruh primers are more unobtanium than ammo rn, I've done basically no reloading since covid started because I don't wanna eat into my primer supply.
