Well I get where you are coming from, I would argue it is underreported everywhere but look at the two girls who claimed Assange raped them. IT is by similar definitions that the rape statistic created. Almost no other country would classify that as rape.
Also, the bombing stat is very liberally defined. It is still bad but now as bad comparable as stats like this allude to.
