The phrase "vague and overly broad language" is lawyer for "unConstitutional as hell, and stupid in the bargain."

If she sent it back to be rewritten, it's a veto.

She sent it back for changes w/o vetoing it. SD allows modifications to be made to the bill post passage and before signing without rejecting it outright.

More than likely the language in the bill was bad and just asking to be struck down by some random Obama judge in some court.
