I did see a video clip of Joe Biden saying ," we already have a ni*** mayor in DC, and a ni*** ( something else), so we damn sure don't need them taking over here either( ad libbed ) I thought perhaps you had the link and a longer video of that incident for a reference point on when he had said these things.
