Two Billion for a tower, fencing, and another stupid tunnel so they can get to their cars without seeing a face. They keep building more and more support structures around the Capitol and there is always movement of trucks in and out so something is going on even without the 2 billion. But if they get that kind of money it will be made with teflon and it will have several perimeters that will never be breached
