Putin IS a killer. He knows he's a killer. No one knows how many people he had killed or silenced. But I can promise you, it's more than a few.
He's ruthless because you have to be. You have to be ruthless and cold to be the leader of Russia and play on the World stage. You think he's able to hold a country THAT huge together with some encouraging words? How many people tried to have Putin killed? I'd imagine that Obama probably tried to have him killed more than once.
And Biden is one to talk about killers. At least Putin doesn't gleefully vote to send soldiers to the middle east so they can die in the fucking sands. At least Putin didn't brag about signing bills into law like the Patriot Act. At least Putin isn't drone striking brown people in Syria.
